Since your shield rules are to be based on the userrather than set universal mesurements, id like to suggest an effective method I have seen used in the past. In this method, the shield can be no taller than the phys reps owners shoulders when they are kneeling, and no wider than thier shoulders with thier arme at thier sides. This means the largest shields will cover the torso and thighs when used in combat.

It is also higly reccomended to staple rubber/plastic hose (small O.D. like found at hardware stores, not garden hose. But garden hose will work with bigger I.D. foam tobe) to the edge of wood/steel shields before adding the tube foam. Plastic shields have shown this step is generally not nessecary.
