Essence usage with Poison or Starving

Will essence points be added to the list under poison and starvation?

Starvation - I assume so, because it says, "all skill costs" before it gives the list.

Poison - poison says, "You can no longer activate charged, timed, life point skills, or reload a skill." Will this be changed to include essence point skills?

If so, what of the "Delay Poison" and "Share Disease" Spells/Scrolls? I assume some wording would need to be added to the scroll saying you can still use it if poisoned/diseased and the essence cost is not affected.
