Its been stated your intent is to try to see smaller shields on the field, that its due to players not using them correctly, and large shields frustrating players.
Here is a proposal for an alternate and more logical and realistic option:
((I suggest calling the skill "Defensive Tactics" to reflect the change in mechanics))
..............Light Shield................Medium Shield...................Heavy Shield
To Use: no skill required......."Defensive Tactics" required......."Defensive Tactics" twice required
To craft: 1 Hide or Supplies........1 Hide or Supplies +2 Steel........3 Steel
((suggested bonus options))
use of no shield or light shield with "Defensive Tactics":
+2 combat reflexes OR 1 resist press (or possibly disarm) per combat OR +2 armor (armor repair would simulate undenting the shield and such)
use of no shield or light shield with "Defensive Tactics" purchased twice:
+4 combat reflexes OR +2 combat reflexes and 1 resist press (or possibly disarm) per combat OR +4 armor (armor repair would simulate undenting the shield and such)
use of Medium shield with "Defensive Tactics" purchased twice:
+2 combat reflexes OR 1 resist press (or possibly disarm) per combat OR +2 armor (armor repair would simulate undenting the shield and such)
Shield use rules of this paradigm will reward smaller shield use, allow PCs wanting larger shields to simply pay extra to use them, and not affect weapon damage, which really has no correlation to shield use.
