A Leveling question

Just for clarification. If I was to play 2 Finalhaven events as Varys and not apply any of my gained levels to him. Could I take the gained levels and apply them to a new never played character in Winterhaven?
Any input would be appreciated. I also apologize if this question has been asked before.

It has been standard that you can only take the last 4 levels of a previously played event to apply to a new character. And and all levels gained whilst NPCing, however, may be applied to any character desired.
