New Characters

Do people who died last event and ae coming in as a new character get the 1 event with out upkeep grace period? The rule is stated on page 56 in the starting equipment section.

Or does that mean new players coming to the game?

I found my answer, it states, any new players, not characters. I should read closer aye

I was told by gms though that the grace period is for new characters cause they allowed my new characters to have it.
