This has probably been explained once already and I apologize if it's been clarified. Yet, I was wondering about the second half of what the manipulation does. I know the skill effectively doubles your possible support points. What I'm wondering about is what does it do besides that? It seems to me as though it allows a person to avoid some preliminary support point spending in order to get military points, commodities, etc..
Edit: I'm pretty sure I'm wrong on this assumption.
Edit: And now that I'm looking at it more. I feel as though I might be assuming there is even a second part to it. I just want to be sure I understand everything here.

It doesn't double your support points, it gives you half again as many, so if you have 10 points, you get an additional 5 points to do whatever you want, regadless of what organization type you are in or even if you are not in an organization at all. For example, a bureaucrat loner who has 10 points that are sitting around doing nothing because again he is a loner and is not supporting anyone could use 5 points to try and get a trade route for himself.
That said, we are reworking the political system to make it easier and conceptually more appealing. These changes may have some ramifications on this skill and this discipline as a whole. Hopefully we will be able to let people see the new system in the near future for feedback.
