An orgs AP's will fluctuate randomly by a VERY small margin. This is an attempt to keep some animinity to those who are voting so their disloyalty is not easy found out by the anal.
What? someone /decoder ring this for us please.

One of these days...I'm going to cut you into little pieces...
If I'm reading it right, it says that the total amount of AP an organization has will be subject to a random modifier, let's say +/- 2%. This will cause a fluctuation in their amount and make it more difficult for the guild leaders to track how their people are spending their AP without the benefit of a spy. An attentive guild leader could feasibly know who did or did not pledge their AP to the guild by comparing the total he or she is expecting with the actual total.
One should rather die than be betrayed. There is no deceit in death. It delivers precisely what it has promised. Betrayal, though ... betrayal is the willful slaughter of hope.

But what if they have one of the skills that give you a bonus, First level abilities are pretty cheap, and therefore pretty easy to keep secret, however this is besides the point.
My question is why?? It adds alot of commlication that doesn't add to the game, but subtracts from it. You still can figure out who is not helping an orginzation out with or with out this new rule. To me this is not a good idea.
It may or may not even be implimented or it could be.
I dont care if you figure out who isnt helping. ATM though if you know EXACTLY what everyon'e character is and you know how long they have been to events then it is pretty easy to math your way into knowing exactly who isnt helping. I am simply making it harder on your math.
Forexample if you expected 150 points and got 145 or say 160 you will have a harder time knowing exactly what happened.
