Level One Bureaucrat conveys a 25% increase in alleigance points above base. How does that factor in with small numbers? i.e., if the character is low level (with less than 4 alleigance points) does this convey any advantage? What I'm getting at, if does the modifier round up or down?

It is my understanding that the 25% is always rounded down. NPC's please correct me if I'm wrong! You don't get bonuses until you have 4 allgence points.

Correct, sort of. Fractions are dropped, not rounded. So you get 1 free allegience every 4. So, if you are a non savage human you get a free allegance point every event.
