Do you get a new hint every time a new puzzle/ riddle is introduced? Or a revolving one hint per however many minutes (based on skill level) ?

basically, you spend x minutes looking for a hint, then you get a hint. As far as I know you can get multiple hints per puzzle. Ie. revolving. If you don't have a puzzle though, a hint won't do you much good.

I was recently in a situation where every ten minutes or so, a new puzzle popped up. should I get a new hint every time a new puzzle pops up? or every time my time is up?

Only thing to add is some puzzles have multiple hints that can be gotten from them--still have to spend time per hint of course though. Also, some plots do come with hints attched to them, so it never hurts to spend time and ask but if you need to prioritize and don't want to spend time for nothing, then puzzles should almost always have a hint
