This was probably asked and answered but I can't find it so I'll ask.

With the Heroes and Villians Expansion there were new Path Skills added. Are these new skills in addition to the old skills for that Path?

Not exactly you can still only have 4 skills per level but you can swap out skills for the ones that are in the expansion to better customize your character.
