rounding

if something rounds, how does it do it? down up or what?

Buracrat 1(25%) what if it's on 3 support points? what does it do? down, up etc?

I have always rounded to the worse case senerio. Most of the time that would be rounding up. That is not a rule, but is on the side caution.

rounding never helps you. In the example, no bonus would be gained.
