Transfusion Clarification

Is the rule still in place that only Surgery works on a person whose life is below -10? If so, maybe reword Transfusion to say:

“The receiving target may be in positive or negative life down to -10 (or -9, whichever corresponds to the rule).”

This info is already in the death and dying section. No skill may heal below -9 unless it's stated otherwise in the skill. By not stating anything, it already states this.
