Would the new rule about "general location of death" prevent EVERYONE who has died in the FH chapter so far, regardless of when, from being reincarnated, as they all would have died in Haven, and we're now in Caledonia?

Also, if you tried anyway, at what part of the process would you be aware of your failure?
