After your first event:
4th Level
170 Character Points
After your second event:
8th Level
110 Character Points (280 Cumulative)
After your third event
12th Level
39 Character Points (319 Cumulative)
Is this odd-numbered Character Points on purpose? So as to prevent you from using the left over 4, 9, 14 or 19 Character Points until your next event/level? Is it not 40 at this level on purpose?
After your fourth event:
16th Level
13 Character Points (332 Cumulative)
Now an extra points seemingly locked/wasted...
After your fifth event:
20th Level
3 Character Points (335 Cumulative)
Arguably all Character Points here could be used, so this makes sense - most will have 5 CPs left over, meaning in order to buy the cheapest skill, they'd need to attend eight more events (two years worth) to make 16 Character Points, for a total of 21 to be spent on a skill - but even this isn't a big deal.
This is not a complaint. It's just a question if you intended the numbers to work out so funky, especially between the twelfth and twentieth levels.

The funkiness, is more of a side effect. We invisioned the points used to advance tappering off as you go. Therefore a rapid advancement at the start soft capping off at around a year and a half. We took the number of levels, and figured it out at a 10 event per year schedule, (what it would be if we ever went big time) then condenced the schedule to corespond to 4 events.
Nothing quite so devious as you surmised
