An Observation

It is personal preference and practice, anyone can hold up a big shield and stay behind it sticking their weapon out at people. Dual wielding effectively definitely takes much more skill and quickness. And there are defintely ways to get around shields with 2 weapons without the bearhug technique, which I never use anyway. Must always protect your nuts.

A monk can use short weapons. as well as there fists at the same time.

I believe it's 1 short weapon and a fist (or atleast it was for the first 3 years) which still makes a huge difference.
