Consume Flesh and Determination

I'm pretty sure this doesn't work, but assuming an Eater of the Dead dead is at 0 and has Determination, he cannot drag himself to a corpse and munch them while wounded, correct?

Also, does Consume Flesh have any advantage over the Heal skill? Can the heal skill not be self applied?

Your assumption is correct, the description of Determination specifically states that you can only crawl and drink potions, and it specifically states that you cannot use any skills.

And no, there is no advantage to Consume Flesh, it's the same skill with the limitation of it only works for you...well and that you have to be eating flesh for 4 minutes. Healing can be done on onesself.
