Here is an old but good questions.
A player gets rooted than feared. How does that work? Is the poor soul trap in one place for 10 secounds (Root) with everything hitting them being considered crush (Fear)?
That is how I would undrestand it and roleplay it out

Makes a Warrior/Druid(3)/Barbarian(3) pretty nasty, but not overly so since resist magic, resist fear and immunity to movement restrictions all counter it. I'd say it's balanced as far as killing power goes.
As for how it would work I don't see any issues with them basically being a sitting duck.
