What was the final ruling on when PCs receive hero points as they level up?

I only recieved 1 hero point before this change. In the past we where recieveing hero points every 5 level; past 20, or something like that. Do I get the hero points owed to me, or do I lose them and use the new rules??

Can hero points be used to instantly activate an ability that has a charge time of less than one minute? Can they be used in place of a life point to power a skill? I think they are a bit underpowered as written and should have more utility.

Yes you can use a hero point to instantly use anthything that is 1 minute or less.

I would rather use a hero point to gain 5 LP's and then spend one of those 5 to activate a skill with an LP requierement
