Bureaucrat - privileged
In this time of shifting allegiances and power the wise man is one who is able to negotiate with his more powerful neighbors and use his weaker ones to his advantage. The bureaucrat knows this and makes an effort to turn every situation to his advantage, and that of whoever he is working for, of course.
Level 1: Allegiance
The bureaucrat gains a stackable 25% increase to their personal allegiance point total. Thus, if the common human had 20 allegiance points, the common human bureaucrat of the same level would have 25, 25% more than 20. This bonus is NOT applied to any allegiance points given to the bureaucrat by other characters.
Level 2: Leadership
If the bureaucrat spends all of their allegiance points in one place, they increase the total value by 25%. For example, Cedric's guild has a total of 100 allegiance points, when he supports a house, he is actually giving them 125 allegiance points. This represents the fact that the bureaucrat is more influential politician than others.
Level 3: Split allegiance
The Bureaucrat can split their allegiance any way they want between organizations but they can only send allegiance upward. For example, a bureaucrat who is the head of a house could not use allegiance to support a guild at this time because a guild is lower on the hierarchy than a house. Level 4: Support
The bureaucrat may send allegiance downward in the form of support points. Support points are counted as allegience points for the sole purpose of maintaining a level. They are not used to calculate any other allegience point based mechanics such as Trade Points, Organizational Points, or Military Points. In addition, support points granted to an organization are not included in the organizations total allegience when it is granted to a higher organization.
