Just because a player may have armour doesn't mean the character has it. In game armour must be purchased or aquired through the course of game play. In general, armour is made through the Craftsman discipline. Physical representations of armour should not be worn by a player unless the character has armour.

I assume that this is for new armor for old charicters. If I bring a friend along he will be able to come into game with armor with out buying from someone, correct?

I would think that since he is coming in under the new rules that he would have to buy it through either character creation or something along those lines.

correct, you can still purchase armor during the starting equipment phase of character creation

Some game systems say that if you purchase a physrep OOC then you aquiere it IG. We are just explaining allp physreps must be tagged and purchased within the system. This is done at character creation or at some other time.
