lxix. Thou Shall Not Fail to Recognize the Most Important Law of Cookie Prohibition. Cookie Prohibition is the act of a non-Elf possessing a cookie and prohibiting Elves from eating cookies with them. No cookies shall be possessed except by Elves unless shared openly with Elves. If a Citizen of the Haven is found in possession of a cookie and has not been sharing with Elves some of the cookie(s) be confiscated and given to the most worthy Elf. The most worthy Elf can typically be defined as the Elf with the greenest skin and roundest ears. If there are no green skinned Elves available, the youngest Elf will do.
1. Lightest Suggested Punishment: Public Apology
2. Harshest Suggested Punishment: Jail Time or The Stocks
3. Normal Suggested Punishment: Confiscation of Some Cookie(s) to be Shared with the Most Worthy Elf

Ok, what is the need for this one except to score for some people cookies....

Actually I heard an old sage give an extremely long lecturee on the importance of cookies in the developmental cycle of elves. He had an extremely long list of precendences and studies to back up his findings and save for one glaring problem, had a very firm argument that would have backed up this law.

I'm by no means an expert on the subject, but a cookie deficiency during youth may result in altered skin color. Too bad the ol' man isn't around any more... I'm sure he would have loved to study this phenomenon.
