According to ancient legend many of the standing stones existed prior to the Golden Age. These are things that were old when the elves were young, and perhaps are remnants of the An'Fae or another ancient race.
Some claim to hear whispers from within the stones, but I believe after visiting several such monuments that this is just rumor.
I do know that the stones are massive and nearly impossible to move. They are rooted many dozens of feet below the ground level, with more beneath the surface than above. Further, even sharp chissels dull while trying to mar their surface, though with enough time they can be etched.
Stories from the Dwarves say that these stones are actually gateways to another world, and the Sylvani call them "Dreaming Stones". The Valkin'Vi hold them in some esteem as well, and claim that 'Those who guide walk forth from the stones' but will not provide further detail to my inquiry.
I have recorded seven of the stones so far, everywhere from the one in the Bay of Thorns to a stone outside of D'albin. Another stone was found at the pass to Alleria, a fourth near the Icewall city, a fifth in the Corsair Isles, a sixth in the great desert, and scouts report a seventh in the former territory of Gromm, just south of the Salt Flats.
Rumors exist of many more, but I judge these to be reliable sources.
