Alcohol and controlled substances in the rule book

I think that the absolute disallowing of alcohol at events should be removed from the rule book, and instead make the disciplinary action for illegal, or mis-use of controlled substances be left to the GMs of each event if it must be kept in the book at all.
If it must be kept in the book, I suggest this:
"Based on the game site's rules and at the staff's discretion, the use of banned/illegal substances, or misuse of controlled substances that impair a player's judgement and/or physical abilities at the game that can endanger the user of such substances or other players of the game may result disciplinary actions that may include warnings, removal from the game, and/or banishment from current and future games."
This still allows each chapter/event's staff to determine what levels/instances/usages they feel are appropriate with their own control over enforcement and warnings/punishment.
If it must be kept in the book, I suggest this:
