Healer Skill Clarification

I just want a little clarification on the surgery skill. For some the wording is a little confusing, and I just want to make sure I am doing it correctly. The surgery skill reads...
"The surgery skill only works on a target that is critically injured (below zero life points). Surgery can be used to heal negative life that is at negative 10 or lower. The healer can heal up to 10 life points through the use of this skill. The healer may choose the number of life points healed as long as the total healed does not push the target's total life points above zero. .....
Finally, if the surgeon can reach a target within 15 seconds of that target dying, they can resuscitate them. The target will be at –15 life points or the total they were at when they died, whichever is lower. This is true even for those who were given a killing blow."
For me, at least, the line "Surgery can be used to heal negative life that is at negative 10 or lower. " means that a healer can not use surgery until the character is at -10 or farther into the negatives. Is this correct? There was some discussion btn a few healers that this is not correct and I just want to make sure I am doing it correctly.
In addition, when a healer resuscitates someone, do they come back at -15 or their total which ever is closer to 0, or which ever is farther from 0? The wording in the resuscitate portion is a little confusing, only because what is the total from a "killing blow."
One more thing...just because I want a GM to say it out loud to the player base (at least those online)...you can only use heal potions up to what point (how far into the neg)? I know its in the rulebook, but again, there was an argument (discussion) btn healers at one time, and I'd like it clarified.
