What gos inside of a spell Paskets??????

I am going to make-up some spell packets. I need to know what is legal to put inside of them. I just want to know what is legal in game to put in side to spell packets. I can't find it in the book under weapons.

But spell packets with lead shot and ball bearings fly straighter.

actually it says birdseed and Birdseed only. That means the packets should be completely evacuated. Rendering them and solid, hard bricks. No air. hehehehe.
