The way I read and see it, a royal can only give their allgence points to another royal of higher level.

I guess it's all in how you see it, I see the stockholders just like the people who want their allegiance to go to a house head. They can put their money(allegiance) into a mutual fund that has Poke as a part of it even though they really just want Poke or they can just buy Poke.

I do think a Royal should be atleast equal or lower level to support another Royal but the higher Royal should be able to split allegiance and give allegiance downward if they have the skills.

Erik,

I believe a 4th level becurate Royal can split their allgence up and send it downward, but the allgence points that are sent downward can only be used to maintane a house or guild. The support points cannot be used to caluculate trade or house points. Support points are not that good.
