I still feel that it is too lengthy. The 15 seconds is purely to represent the +1 damage. The 10 seconds is purely to represent that you load faster.
With a phys-rep you will be able to load it within those 15 seconds. With a packet you can do the same, except....you have to wait an additional 10 seconds?
Again, though the logic make sense, I feel it also defeats itself.

My question is, can an archer using packets move while counting his simulated load time. I would guess he should be able to since I have sure seen kels use a bow on the run. Just a thought since most times you count you need to be standig still?

Good question, BUT I am going to say no because I dont want to make exception to the the charged skill rule.
Packet bows have advantages over real bows such as better accuracy and a hyperbula throwing arch. If you want to use a packet bow then you have to stand still and count the load time.
